Iceland has received a confirmation from the EU Council Presidency, Cyprus, that EU considers Iceland prepared for negotiations on Chapter 3, Right of establishment and Freedom to provide services and Chapter 4 on Free movement of capital. Originally the EU Commission expected to include parts of these two chapters which relate to negotiations on fisheries, to negotiations on Chapter 13 on Fisheries.
Hence, negotiations on restrictions on establishments, as well as of access to ports and access for services for fishing vessels flying the flag of a state with which Iceland has not negotiated an agreement on straddling fishing stocks, will be dealt with under Chapter 3.
Negotiations on foreign investment in the fishing and fish processing sectors in Iceland will be negotated under Chapter 4. The EU invites Iceland to submit its negotiation position for these two chapters. Following that the position will be published on www.eu.mfa.is
